What can be done about people exploiting the ranking system in Yahoo Answers?

Specifically, we see people who tag-team themselves with two accounts, writing bizarre questions and picking equally bizarre answers from their 'alt' to increase the ranking of one or both accounts. Additionally, YA rewards people with a participation point, regardless of whether the answer was good, relevant, etc. which encourages people to post on topics for which they have no competence or expertise. Resultantly, many answers on good questions are floods of trolling or pointless answers with no actual content. Could the reward for answers be instead weighted by the number of positive ratings, instead of the default point just for participating?
